Graffiti Is Changing The Reality Of A Housing Project In West São Paulo

A rainbow and a black flag feature in the top portion of a mural that covers one entire side of a building in a housing project in west São Paulo. The mural, which depicts black children at play on the roofs of high-rise buildings, is the work of Fel, a 28-year-old graffiti artist who belongs to the large community of taggers in São Paulo. His creation contains a traditional symbol for anarchy, but also represents the LGBT movement and the Latin-American indigenous populations. Fel's mural, which occupies one of the gable ends of the Água Branca housing project in the Lapa district of São Paulo, isn’t meant to be conventionally beautiful or aesthetically flawless. Rather, its value lies in its provocative function. For Fel, that function takes precedence over aesthetics, and he’s not the only one who feels this way. Michelle Neri Rangel, 27, beat nine other inmates to the "Miss Talavera Bruce 2016" title at the maximum security lockup of the same name in Rio de Janeiro, Brazil, on Tuesday. She was ordered detained at the facility in 2010 after being convicted of prostitution and a series of holdups, reports Globo. "(This competition) is a question of honor. I'm feeling like a woman, I've learned how to feel like a woman in prison," she told the EFE news agency. The participants had their hair and make-up styled by local volunteers. Thanksgiving holiday travel volume in North Carolina is expected to increase 1 percent this year, due in part to the dramatic drop in gas prices, according to AAA Carolinas. A total of 1.26 million North Carolinians are expected to travel 50 miles or more from home. About 1.13 million or 90 percent of those will drive, an increase of about 11,000 travelers over last year. Thanksgiving is one of the most dangerous annual holidays due to its four-day length and the congestion caused by the high number of highway vacationers. The Thanksgiving holiday period is defined as Wednesday, Nov. 21, to Sunday, Nov. 25. The highest number of travelers (45 percent) will depart on Wednesday and most will return on Sunday (36 percent). Gas prices in North Carolina have dropped significantly in the past two months. For the first time this summer, North Carolina drivers are paying more for a gallon of gas than on the same date last year, according to a AAA Carolinas news release. "The outlook for the next few weeks is grim," said David E. Parsons, president and CEO of AAA Carolinas. "In prior years this was a time when prices started downward, but speculation in oil futures is driving the price up every day. The outlook for a fall price decline is bleak at this time." Since falling to the year-low $3.18 on July 4, the average cost of a gallon of gas in North Carolina has climbed 45 cents to $3.63, higher than the year-ago price of $3.61. Proposed bill doesn't touch sales tax cap on vehicles

By SEANNA ADCOX COLUMBIA -- The poster child for outdated sales tax exemptions in South Carolina is the $300 sales tax cap on vehicles, boats and airplanes. But House Republicans' proposal for reforming the state tax code doesn't touch the cap. A bill deleting two-thirds of tax exemptions was among a seven-bill package introduced by the GOP majority last month. As proposed, it would delete about $260 million worth of exemptions on sales ranging from portable toilets to textbooks, while reducing the state sales tax, now at 6 percent, by half of a penny. The most-cited example for overhauling the system would stay in place. The caucus considered adopting the 2010 recommendations of the Tax Realignment Commission, which called for phasing out the cap on vehicle sales. The commission's highly touted but largely ignored report called the cap "one of the most regressive aspects of the state's entire sales and use tax code today."
