Richard Earl "Dick" Shiner is a former professional American football quarterback who played in eleven National Football League seasons from 1964-1974 for six different teams. He played college football at the University of Maryland. In his first collegiate start, Shiner led Maryland to the school's lone victory against Penn State in the 37-game series.
