George Lincoln Barker is an American politician of the Democratic Party from Virginia. He currently serves in the Senate of Virginia, representing the 39th district, made up of parts of Fairfax and Prince William Counties. He was first elected in November 2007.

By Shelby Mertens, Capital News Service Starting in 2017 Virginia voters could have the opportunity to re-elect the governor to a second consecutive term if the House joins the Senate in seeking to amend the state’s Constitution. The Senate this week approved a proposed constitutional amendment to allow governors to serve two terms in a row. The vote was 25-15.  SJ 276 was co-sponsored by Sen. Adam Ebbin (D-Alexandria) and Dels. Scott Surovell (D-Mount Vernon) and David Ramadan (R-South Riding). The state senators representing Burke—Sen. Dave Marsden and Sen. Dick Saslaw—both voted in favor of the constitutional amendment. Sen. Chap Petersen and Sen. George Barker voted against the amendment. The resolution now moves to the House of Delegates, where its fate is uncertain. “I’m not real optimistic about its chances, but I think it’s the right thing to do,” Sen. Virginia Delegate Vivian Watts (D-VA-39) and Sen. George Barker (D-VA-39) presented a review of the Commonwealth's 2012 legislative session to a joint meeting of the Greenspring Republican and Democrat clubs last week. In response to audience members' concern about bills regarding women's health decisions, both Watts and Barker said the “personhood bill” (HB1) and the mandatory ultrasound bills (HB462 and SB484) before the assembly this year were overreaching.  "In opposing HB462, the Virginia Medical Society pointed out that this is the first time medical procedure in Virginia will be dictated by law," said Watts.  "Actually it's the second. The first was the forced sterilization of 'mentally ill or deficient' persons between 1924 and 1979," she said. O'Brien said that illegal immigration was one of the biggest issues of concern to district voters, proposing aggressive crackdowns. Barker said that voters in the district were more interested in issues such as transportation funding. Barker defeated O'Brien in the general election on November 6, 19,282 votes to 19,131.

He began a career in health systems planning with the Health Care Agency of Northern Virginia in the mid-1970s.
