Joel Kaplan was the White House Deputy Chief of Staff for Policy for U.S. President George W. Bush. The other Deputy Chief was Blake Gottesman, Deputy Chief of Staff for Operations. He took over policy planning from Karl Rove on April 19, 2006, as part of a staff shake-up by Josh Bolten, the White House Chief of Staff.

The sharp rebuke, sent in response to a December letter from Senior Vice President Joel Kaplan, reflected increasing impatience among advocacy groups that say Facebook has inadequately addressed their concerns despite repeated promises of action from senior executives.

Facebook on Friday said that it will begin allowing more graphic or potentially disturbing newsworthy posts to be shared at the leading online social network. "We're going to begin allowing more items that people find newsworthy, significant, or important to public interest -- even if they might otherwise violate our standards," Facebook vice presidents Joel Kaplan and Justin Osofsky said in a blog post. "Our intent is to allow more images and stories without posing safety risks or showing graphic images to minors and others who do not want to see them," Kaplan and Osofsky said.

The Cyber Intelligence Sharing and Protection Act (CISPA) was introduced into the House of Representatives as HR 3523, and has 112 cosponsors. The legislation is scheduled to be voted on by the House on Wednesday. While lawmakers and corporate interests supporting the bill say it is necessary to help prevent cyber attacks, opponents claim that it is a federal overreach on par with SOPA. Introduced by Michigan Republican Rep. Mike Rogers, CISPA was referred to the United States House Permanent Select Committee on Intelligence and was voted out of committee in December. Facebook on Friday sought to explain its support for cybersecurity legislation that has come under fire from civil liberties groups who say the bill does not protect consumers from having their private data shared with the government. The Cyber Intelligence Sharing and Protection Act, or CISPA, seeks to give businesses and the federal government legal protection to share cyber threats with each other in an effort to thwart hackers. Currently, they do not share that data because the information is classified and companies fear violating anti-trust law.
