SANTA MONICA, Calif., Feb. 19, 2015 /PRNewswire-USNewswire/ -- Consumer Watchdog said today that the spot price of gas leapt a dime overnight, as the group had predicted in the wake of two refinery shutdowns affecting 16 percent of the state's refining capacity. "We really need proper oversight of refineries in terms of ruling out price manipulation via shutdowns," said Consumer Advocate Liza Tucker, who wrote two letters to state officials earlier this week. California has only got a ten-day supply of gasoline versus 24 days' worth on average everywhere else, she said. Oil and gas companies are the biggest lobbyists in Sacramento.
