David Russell Williams is a convicted murderer, rapist, and former Colonel in the Canadian Forces. From July 2009 to his arrest in February 2010, he commanded Canadian Forces Base Trenton, a hub for air transport operations in Canada and abroad and the country's largest and busiest airbase.

Kingston Penitentiary Tour Tickets Sell Out Ahead Of October Dates

TORONTO - If you hoped to tour the country's most notorious prison and don't already have ticket, you're out of luck. For three weeks starting Oct. 2, visitors will be able to tour Kingston Penitentiary, the formidable maximum security facility that has housed Canada's worst criminals. The tours, guided by Correctional Service Canada volunteers, are a fundraiser for the United Way in Kingston, Ont. The United Way said Wednesday that the $20 tickets for the 90-minute, daytime tours have sold out for all dates. For those who take the tour, there will, however, be no chance to glimpse the likes of schoolgirl killer Paul Bernardo or Russell Williams, the disgraced air force colonel who murdered two women. The last of the inmates will have been moved out before the tours start and the 130-year-old institution will be permanently shuttered as a penitentiary Sept. 30. Kingston Penitentiary, Ont. to shut down

Public Safety Minister Vic Toews announced Thursday the permanent shutdown of one of the world’s oldest prisons, maximum security Kingston Penitentiary. Toews said: "Institutions built in the 19th century are not appropriate for managing a 21st-century inmate population. Simply put, we have better options." He also mentioned that these shutdowns will save around $120 million per year from the federal budget. However, it doesn't mean that prisoners of Kingston Penitentiary will be dealt with leniency, but one thing is certain that this decision would improve the security of Canadians. "Let me be clear: maximum-security offenders will be moved to maximum-security units at existing facilities," Toews said. "The same will be true for medium-security offenders."
