I found a 4 year old note from this place: "My name is John Reagan and I work for Puget Sound Blood Center. I can help anyone get off our calling list or just change the way we contact you. You can call me at 425-462-4380 or email me at johnr@psbc.org and will take care of it right away." He also says they had technical problems that have been fixed. I got a call from them after I donated blood, so these are not random calls.

They are calling to get you to donate blood products. You probably donated once with them and gave them your phone number.

These people have called at least 7 times over the last 2 months. I called the number to ask them to stop calling and they insisted that, to do that, they needed to have my name and date of birth to stop calling, which is so ridiculous.
